Cut the beef into thin strips, then add it to a bowl with the cornflour. Toss until the beef is completely coated.
Heat a good amount of cooking oil in a frying pan or wok over a high heat. Add the beef and fry until it’s golden and very crispy.
Take the beef out of the pan and place it onto kitchen paper to soak up any excess oil.
In a clean pan, heat a small drizzle of oil over a medium-high heat. Add the sliced garlic and cook until lightly golden and crispy. Scoop out half of the garlic and set it aside for later.
Add the red pepper and spring onions and stir fry for 2-3 minutes.
Meanwhile mix the sauce ingredients, then pour it into the pan. Bring it to the boil and cook for 2 minutes until it reduces into a sticky sauce.
Add the crispy beef back into the pan and toss until every piece is coated in the sticky garlic sauce.
Serve with rice or noodles, then finish with the remaining crispy garlic, some sliced spring onions, and toasted sesame seeds.
